CITY OF TORRANCE PROCLAMATION POLICY GUIDELINES AND APPLICATION INSTRUCTIONS
Intent of Proclamations
The Torrance Mayor and City Council value the opportunity to both recognize and appreciate Torrance Persons, Service Organizations and Corporate for their valuable contributions to the Torrance community and civic life. Whereas this recognition and appreciation may include a Torrance City Council Proclamation, a Councilmember read Community Announcement or a City Certificate may be more appropriate in some instances. The Mayor’s Office reserves the right to modify a Proclamation request to another form of Council recognition or to deny a request entirely.
Proclamations will not be issued for:
- Campaigns or events contrary to City policies or guidelines
- Matters of political or religious nature
- For-profit businesses, as an advertisement or commercial promotion
- Events or organizations with no direct relationship to the City of Torrance
Who can make a Proclamation request?
Requests must be made by a City of Torrance resident, business or City employee.
How do you request a Proclamation?
All requests must be made in writing. Please complete the PROCLAMATION REQUEST FORM and TEMPLATE. TEMPLATE is provided for your reference.
Sample draft language (brief summary or background of event or organization and its affiliation to or for Torrance residents, organizations and/or businesses).
SAVE the completed Request Form AND Template as one WORD document, and email as an ATTACHMENT to the Office of the Mayor and City Council at: CouncilProclamation@TorranceCA.Gov.
SUBJECT of the e-mail should state: PROCLAMATION - Date needed - Brief Description. SAMPLE: PROCLAMATION - 10-12-21 – Paint The Town Purple Month
Requests should be received a minimum of four weeks in advance for council presentation, or two weeks in advance of the date you need the document. The Mayor's office reserves the right to approve, modify or decline any Proclamation request and to edit the drafted material for final wording. All Proclamation requests will be reviewed on a case-by-case basis.
A certificate of recognition or congratulatory letter is an alternative when the criteria for a Proclamation are not met, subject to approval.
Once a Proclamation request has been submitted, you will be contacted by the Mayor's office regarding the request, and to confirm any necessary particulars.
