What: This is to inform you that South Coast Air Quality Management District (South Coast AQMD) staff has scheduled a community meeting for Proposed Amended Rule 1118 – Control of Emissions From Refinery Flares which is scheduled for a Public Hearing before the South Coast AQMD Governing Board on April 5, 2024 (subject to change). The purpose of the meeting is to provide members of the community an opportunity to learn more about the proposed amendments to Rule 1118. The meeting also will serve as a public forum for community members and will be conducted in a question and answer format which will give each member of the community an opportunity to provide comments or feedback. 

The Community Meeting will only be conducted via video conferencing (Zoom), which can be accessed via your computer or smart phone. Alternatively, stakeholders can phone in to participate. We understand that this is not the same as a face-to-face working group meeting; however, staff will take the time to listen to comments from all stakeholders, as your comments are important. Staff is considering expanding the rule applicability, removing the 40,000 barrel per day exemption, and expanding the target compound list to reflect the Office of Environmental Health Hazard Assessment (OEHHA) Report – Analysis of Refinery Chemical Emissions and Health Effects published in March 2019.

South Coast Air Quality Management Hearing Board

What: The Hearing Board will be holding proceedings to consider a petition filed by the Torrance Refining Company LLC (TORC). The Hearing Board case number is 6060-8.
TORC filed a petition for a short variance and alternative operating conditions while it does maintenance work at its Torrance refinery. In particular, TORC would like to take its Fourth Stage Separator, which removes and disposes particulate matter, offline while the refinery replaces cracked piping.
In addition, because TORC would be reducing its operations during its maintenance period, it would not be consuming all of the hydrogen it would be producing. TORC proposes to release hydrogen gas directly to the atmosphere instead of flaring the gas. Hydrogen is a highly flammable gas and TORC has hired an expert regarding precautions to be taken if TORC were allowed to vent the gas. At the hearing, it is expected that TORC intends to provide this safety expert as a witness.

What: Due to repeated breakdowns and associated flaring, a recent fire and other operational problems, the South Coast Air Quality Management District's Governing Board Refinery Committee will continue its April 1 investigative hearing on air quality impacts from the Torrance refinery.
Background:
The committee will continue to receive comments from members of the public who requested to speak at the April 1, 2017, hearing but did not have an opportunity to do so.

SCAQMD will develop or amend three refinery regulations this year to reduce air pollution in the region, specifically:

  • Additional requirements to reduce planned and unplanned flaring.
  • Requirements for refineries to monitor air quality at their fence line and/or in the nearby community to better assess potential exposure; and
  • A requirement for the two refineries that use modified hydrofluoric acid - Torrance Refining Co. and Valero Wilmington Refinery - to phase out the highly toxic chemical.

What: Due to repeated breakdowns and associated flaring, a recent fire and other operational problems, the South Coast Air Quality Management District's Governing Board Refinery Committee will conduct an investigative hearing on air quality impacts from the Torrance refinery.
Background: The hearing will include remarks from elected officials; speakers from federal, state, and local agencies; Torrance refinery representatives; and members of local community groups. The event will also include an opportunity for public comment in the afternoon.

On Feb. 18, the Torrance Refining Co. facility at 3700 W. 190th St. experienced a fire in a crude oil unit.  Last year, the Torrance refinery flared on numerous occasions including three incidents that resulted from a loss of power.

On Feb. 16, the Torrance refinery agreed to an administrative order by the SCAQMD Hearing Board requiring the facility to improve power reliability and reduce air pollution from power-related flaring incidents. While the refinery must meet specific milestones and deadlines under the order, the overall effort will take several years to complete.
