Ed Ferraro West Annex City Hall

Edward J. Ferraro served as the third city manager of the City of Torrance for 19 years from 1964 through February 1983. His tenure as city manager spanned the terms of three Torrance mayors and 27 council members.

During his tenure, Torrance saw significant commercial and manufacturing growth highlighted by four redevelopment project areas, the construction of two national automobile company headquarters, the expansion of the Del Amo Fashion Center, and the development of city-owned properties adjacent to Zamperini Field.

His administrative style set in place a professional management team with a reputation for fiscal conservancy and effective City government. Ed Ferraro also guided the City through the development of two regional parks, several neighborhood parks, the construction of the Southeast Torrance Branch Library and the Civic Center Complex. He was also instrumental in the construction of a new police facility, which opened space west of City Hall for the creation of the West Annex.

Ed Ferraro received his Bachelor of Arts and Master of Arts degrees in Public Administration from the University of California, Los Angeles. He served as the first city administrator for the City of Lawndale from 1959 until coming to Torrance as an assistant city manager in 1962.
