Portability is the transfer process that enables Housing Choice Voucher holders to relocate and select housing anywhere in the United States. The City of Torrance PHA works with other housing authorities in the portability process in order to further increase a participant’s residential choice and mobility and encourage social and economic integration.

City of Torrance PHA participants choosing to move under portability, must review the Moving Instructions for Portability, complete the Portability Requests and contact their assigned Housing Specialist.

Incoming Portability

Section 8 participants choosing to port into Torrance must contact their designated Housing Authority (PHA) to request the Portability Transfer.
